1. Consider Extending the Building Moratorium Until December 31, 2007.

a. Adopt Local Law
This was approved and passed.
2. Consider Increasing the Authorized Borrowing Authority of the
Hopewell Hamlet Sewer District to 16.5 Million Dollars as per Revised
Engineer's
Map Plan and Report.
a. Adopt Resolution Requesting State Comptroller's Approval.
This was approved and
passed. This is costs to build treatment plant and connecting system. It
is a Town debt, but the property owners in the district will repay this.
3. Reset Public Hearing on Local Laws for Wetlands, Steep Slopes and Lot
Count Formula for May 24, 2007 Pending Receipt of GEIS from Planning
Consultants.
This was approved and
passed. Next hearing date is May 24th, 2007

Some questions were raised
about who was be paying the $16.5 million of the Hamlet server district.
Answer: was the people in the district.
Approve Minutes:
Resolutions:
1. Award the Bid for Construction of the Hopewell Hamlet Wastewater
Treatment Facility.
This was approved and passed, to build the
treatment facility.
2. Approve a New Three-Year CSEA Agreement.
This was approved and
passed.
3. Appoint Member to the Zoning Board of Appeals.
Ken Beyer (spelling?) was
appointed to serve on the ZBA.
4. Authorize Payment and IMA with East Fishkill Fire District for
Incident Command System.
This was approved to split
the cost of system, not to exceed $3000.
5. Award Bid for Purchase of Highway Plowing Equipment.
The single bid was approved.
6. Authorize Agreements with Dutchess County for Dial-A-Ride Services
and Stop DWI Funds.
This was tabled until next
month’s meeting.
7. Denying Request for Rate Increase by Sagamore Sewer Company Inc.
This was adjourned until next month.
8. Authorize Release of Maintenance Bonds on Squires Farm Subdivision.
This was approved and
passed.
9. Approve Proposed Street Names.
This was approved and
passed.
10. Receive and File Rezoning Request with respect to Property Owned by
John Didio.
This was received and filed for review by Town
Planning Board and engineer. This is the property at the corner of Palen
Rd and Rte 52… in front of new residential construction. It was
mentioned that surrounding properties are residential zoning.
11. Receive and File and Refer Petition to Abandon Joe's Mother's Way to
Highway Superintendent and Notify Adjoining Owners.
This was received and
referred to Highway Superintendent.
12. Authorize Raises for Non Union Employees.

Public Comment on
General Town Issues
A number of residents spoke
out about unfairness and errors in the Town wide revaluation done by MJW.
MJW is to meet with Town and discuss issues. One resident suggested not
paying MJW the balance owed because of the issues. E.F. Town Supervisor
said there were about 20% of properties with valuation issues. Mainly
raised ranches and vacant land. One resident suggested the % was even
higher.
No updates on clean up day(s)
for East Fishkill.
Borad member, Peter Cassidy
proposed spending up to $2500 to replace aging flags and brackets in the
Town. This was approved.
